FEATURE PROJECT:
COZAD TELEPHONE COMPANY: RURAL FIBER UPGRADE


Fiber Installation: Plowed to a minimum depth of 4 feet.

Communications Construction, a division of General Excavating, is in the final stages of a large fiber upgrade for rural areas served by the Cozad Telephone Company. The project replaced copper with fiber, capable of providing customers with internet access and a greater level of communications services such as call forwarding and voice mail. Upon completion of the rural portion of the work the plan is to rebuild the communication system in Cozad.

The fiber optic project, Engineered by RVW, Inc., called for the installation of almost 120 miles of fiber. Static plowing was used for most of the construction. Plowing averaged almost 2.5 miles per day. Trenchless Technology also proved to be an integral component of the installation as fiber was delivered to customers south of Interstate 80 by directional boring. According to Paul Anderson, project manager for Communications Construction, "boring was used to cut down on restoration costs, keep driveways and roads open, and reduce disruptions for the customer due to open trenches."

As construction nears completion, crews from Communications Construction have been busy pouring bases and setting DLC huts. Twenty-six DLC huts and four cabinets were constructed for the Cozad Telephone Company. "Although the sandy soil presented challenges on some of the directional boring, we are pleased with the progress of the project," commented Tom Layman, division leader for Communications Construction.

OWNER ALERT: CHANGES IN SALES TAX LAW
EFFECTIVE OCTOBER 1, 2003


The Legislative Bill 759 will become law on October 1, 2003. This law requires contractors to collect and remit sales tax on their charges for contract labor unless the labor is performed in connection with specific construction projects identified as exempt by LB 759.
    Key points of the law include but are not limited to the following:
  • All contractor labor is taxable unless it meets the criteria of one of the six exemptions (mainly brand new construction).
  • The definition of contract labor will include ALL COSTS except the actual costs of materials previously taxed.
  • Project owners with EXEMPT PROJECTS must supply the contractor with documentation supporting why the project is exempt and why sales tax is not due.

An AQC contractor, as indentified by the Assocation of Builders and Contractors, has met the stringent criteria for the four areas listed above. General Excavating has also achieved a "Gold" S.T.E.P. designation for 2003. The Safety, Training, and Evaluation Process is a program that rewards contractors for outstanding company safety policies and practices. The Association of Builders and Contractors reviews company safety data as well as procedures and makes a determination based upon the results. A "Gold " designation signifies a high degree of safety practices.

COOK AND EGR JOIN UTILITIES DIVISION

General Excavating recently added Mike Cook and Brian Egr as Project Managers for the Underground Utilities Division. Their primary focus will be work involving water mains, storm sewer, and sanitary sewer installation. The Project Manager has "turn-key" responsibility for work at General Excavating. Brian and Mike will begin each project starting with the initial estimate and bid procedure and continue the job through final billing and project closeout. Each individual brings a diverse set of skills and construction experiences, which will ensure General Excavating remains "Your Underground Partner".

PHOTO OF THE QUARTER


Photo of the quarter is an opportunity for General Excavating's employees to show others the work they perform. Winner's receive cash and have their photo displayed at General Excavating.

This quarter's photo winner is James Puls. James is a project foreman and has been with General Excavating 9 years.

This picture illustrates the lowering of 12" PVC sanitary sewer pipe into a trench box. Once placed, the pipe was pulled back with a boring rig. Over 1,300 feet of twelve-inch and 320 feet of ten-inch pipe was directionally drilled on this project. The pipe was bored as a means of reducing the time needed for street closures and control costs associated with restoration. General Excavating worked for the City of Omaha on this sewer rehabilitation project.
